A GIS-based asset management system was developed for the South Carroll Utility District (SCUD) to improve infrastructure tracking, operational planning, and long-term system management. As part of the project, a comprehensive water loss control program was implemented through the installation of approximately nine zone meters, creating District Metered Areas (DMAs) throughout the distribution system. Flow data collected from these meters was analyzed to identify areas of water loss, providing utility staff with actionable information to monitor system performance, prioritize repairs, and make informed infrastructure investment decisions.
